Gu Kailai gets suspended death sentence

HEFEI, China (AP) ? The wife of a disgraced Chinese politician was given a suspended death sentence Monday after confessing to killing a British businessman in a case that rocked the country's top political leadership.

A suspended sentence is usually commuted to life in prison after several years.

Gu Kailai received the sentence and a family aide was given nine years' imprisonment for killing Neil Heywood, a former family associate, said He Zhengsheng, a lawyer for the Heywood family who attended the sentencing in this eastern China city.

The sentencing closes one chapter of China's biggest political crisis in two decades, but also leaves open questions over the fate of Gu's husband, Bo Xilai, who was dismissed in March as the powerful Communist Party boss of the major city of Chongqing.

His dismissal and his wife's murder trial come at a sensitive time in China with party leaders handing over power soon to a younger generation. At one time Bo was considered a candidate for a top position.

The lawyer He said he had to discuss the verdict with the Heywood family and did not know if they would lodge an appeal. "We respect the court's ruling today. Thank you all for your concern."

State media say Gu confessed to intentional homicide at a one-day trial held here Aug. 9 under heavy guard. The media reports ? the court has been closed to international media ? say she and Heywood had a dispute over money and Heywood allegedly threatened her son. The family aide, Zhang Xiaojun, also confessed after being charged as an accessory.

Security was tight outside the court. Police officers stood guard around the building. At least a half dozen SWAT police vans were parked on each corner, some of them carrying plainclothes security. The main road in front of the entrance was blocked by traffic cones.

Any ruling in the Gu case was politically delicate, and Chinese leaders may have decided to impose a lengthy prison term instead of death for fear that a more severe penalty might stir outrage or make Gu look like a scapegoat for her husband's misdeeds, political and legal analysts say. The party says Bo was removed due to unspecified violations.

"If you execute her, what about Bo Xilai? You should also execute Bo Xilai, because when the story becomes fully known, it's highly likely that people will think that she was just a scapegoat for the whole thing," Cheng Li, an expert in Chinese elite politics at the Brookings Institution in Washington, D.C., said before the verdict.

Gu's arrest and the ouster of her husband sparked the biggest political turbulence in China since the bloody crackdown on the Tiananmen Square pro-democracy protests in 1989.

The official Xinhua News Agency has depicted Gu as a depressed woman on medication who turned willful murderer after Heywood threatened the safety of her son, Bo Guagua. Gu is accused of luring the victim to a Chongqing hotel, getting him drunk and then pouring cyanide into his mouth.

Park wins South Korean conservatives presidential nomination

GOYANG, South Korea (Reuters) - South Korea's ruling conservatives picked Park Geun-hye, the daughter of the country's slain strongman, on Monday as their candidate for December's presidential polls, putting her on track to become the country's first woman leader.

Park, the daughter of Park Chung-hee who ruled the country from 1961 to 1979, won her New Frontier Party's presidential primary, easily beating four male candidates by winning 84 percent of the vote in the race to succeed fellow conservative Lee Myung-bak whose mandatory single term ends in February.

Smiling and clad in a blue shirt and black trousers, Park's win at her third attempt to become her party's candidate was greeted by the theme music from "Chariots of Fire" as she pledged greater economic equality.

"We will make sure that small and medium companies and big corporations can coexist ... We'll make sure the economically weak are given a fair chance," the 60-year old told cheering party members in her acceptance speech.

The gap between rich and poor in South Korea has widened in recent years, and opinion polls show younger voters have become disillusioned by the lack of permanent job opportunities.

Polls show Park is ahead of any of the declared liberal opponents by double digits and looks likely to return to the presidential Blue House 33 years after she left it in mourning for her assassinated father.

As well as promoting job security and welfare, Park has pledged to re-engage with North Korea and reward the impoverished and isolated state if Pyongyang shows it is serious about halting its race to obtain nuclear weapons.

She warned Pyongyang's new leadership that any attacks on South Korea would meet a strong response.

"I, Park Geun-hye, will not tolerate any action that damages our sovereignty or threatens our safety. We won't be content only with maintaining peace but we will work to establish a new framework for sustainable peace on the Korean peninsula and cooperation in North Asia," she said.

North Korea's young leader Kim Jong-un appears to be taking tentative steps to rebuild the country's shattered economy and has sought to attract more investment from China, the North's only major diplomatic and political ally, but has made several verbal attacks on South Korea.

In 2010, North Korea shelled a South Korean island, killing civilians for the first time since the Korean War, and it is widely believed to have sunk a South Korean naval vessel in the same year, though it denies that.

ENTERED POLITICS TO SAVE HER COUNTRY

For many older voters in the South, Park's name is a reminder of the steely military man who led the poverty-stricken country through rapid economic growth and banned political freedoms in the name of confronting threats from North Korea with which the South fought a war between 1950 and 1953.

Switching course from her failed presidential bid five years ago when she dubbed her policies "Korean Thatcherism" after the free-market former British prime minister, aides say Park has this time used German Chancellor Angela Merkel as her benchmark.

The lack of a serious challenger in the party primary has given her the freedom to send an inclusive message that embraced many of the same points advocated by the liberal opposition.

Park entered politics in her mid-40s to help "save" her country as it spiraled into economic turmoil at the height of the 1997-98 Asian financial crisis, and has had three stints as the leader of the conservatives, winning the accolade "Queen of Elections" for a series of comebacks for the party.

Despite decades in public life, including a stint as first lady after her mother was killed in 1974 by a bullet meant for her father, Park is intensely private. She has never married and lives in a grey house in a quiet Seoul neighborhood.

Park, who was 9 when her father took power in a coup, moved out of the imposing presidential palace in 1979 with her younger siblings, orphaned after their father was shot dead by his disgruntled spy chief at a drunken private dinner.

Health panel likely to make HIV tests routine

WASHINGTON DC (Reuters) - A U.S. health panel may soon make HIV testing as standard a practice as checking cholesterol levels, a move that would fundamentally change how the virus is detected and treated.

The U.S. Preventive Services Task force, a government-backed group of clinicians and scientists, is expected to make a new recommendation on HIV screening available for public comment before the end of the year.

Health officials close to the panel see it making a positive recommendation for routine screening, updating their current position, issued in 2005, which leaves the decision up to doctors.

"This would be one of those major sea changes ... moving away from what has been somewhat the segmentation of HIV - either by population, by geography," said Michael Kharfen, chief of community outreach for the Washington DC Department of Health. Kharfen, who worked on the frontlines of the HIV epidemic in New York in the 1980s, recalls when the prognosis for the disease was "practically certain you were going to die.

"It still will take culture change for medical providers, but this will be a tremendous leap," he said.

The HIV/AIDs epidemic remains a major disease burden in the United States with an estimated 1.2 million people living with the disease. Of this group, the U.S. Centers for Disease Control and Prevention (CDC) estimates that 20 percent are unaware of their infection.

Nearly 60,000 new cases of the human immunodeficiency virus that causes AIDS are reported nationally every year.

The CDC and other prominent groups have already called for routine HIV screening as a way to reach a much broader population and reduce the stigma some associate with showing up at an HIV clinic. But a recommendation from the task force would carry greater weight, as the U.S. health reform law of 2010 will require insurers to cover preventive services it endorses.

Global health officials have also stepped up the call for earlier treatment of people infected with HIV. New studies show that the latest HIV medications not only can extend the lives of patients for decades but are also one of the most potent ways of preventing their sexual partners from contracting the disease. Early treatment of HIV has been reported to cut transmission risk to uninfected partners by 96 percent.

"All healthcare providers have a responsibility to find cases of HIV because we don't know where they are," said Dr. Lisa Fitzpatrick, who directs the United Medical Center, an HIV clinic in Washington DC. While doctors in the past focused on higher risk groups such as men who have sex with men, she said, "HIV is in the general population now."

WEIGHING THE EVIDENCE

In 2006 the CDC recommended testing everyone between the ages of 13-64 at least once. They have since been joined by professional groups such as the American College of Physicians and the HIV Medicine Association.

The fact that the CDC and the task force came to different conclusions, even in the face of similar evidence, is likely to have stemmed from differences in their respective missions.

"We are looking at public health. The task force may be looking more at clinical care and the integration of prevention services within the clinical setting," said CDC Executive Director Kevin Fenton.

The task force is charged with weighing the potential harm of a test against its possible benefits. In 2005 the panel was not convinced by the available evidence that widespread screening would have the desired effect of helping prevent new infections by changing the behavior of the patient who tested positive.

"We did not find that evidence at that time compelling enough to say that we were confident that more people would benefit than the people who had HIV detected," said Dr. Michael LeFevre, co-chair of the task force.

"Obviously that was seven years ago," he said, noting that new scientific evidence has since emerged showing that the very treatment of infected people can help prevent them from passing on the disease. He said that will be factored into the panel's recommendation this fall.

THE COST EQUATION

While the task force doesn't factor cost into its considerations, the CDC and other healthcare providers do. Researchers at Stanford University estimate that over a 20-year period, expanding HIV testing to the general U.S. population would reach $27 billion dollars.

A more cost-effective solution proposed by the researchers, and in line with CDC recommendations, would be to do a one-time screening of the general population, followed up by annual testing in areas with greater prevalence of the disease.

Such a strategy would prevent an estimated 212,000 new infections and even lead to long-term healthcare savings, when the lifetime cost of $367,000 for HIV treatment is considered.

Private initiatives have also sought to make HIV screening more accessible and affordable. The CDC has a pilot program with drugstore chain Walgreen Co and other pharmacies for free, rapid HIV tests, whose wholesale cost is about $20 each.

The U.S. Food and Drug Administration recently approved the first over-the-counter, self-administered HIV test from OraSure Technologies, which is expected to sell for $60. A positive result would require follow-up at a doctor's office.

Adding an HIV screening to a routine blood exam would amount to $1.50 per patient.

LeFevre, a primary care doctor in Missouri, cautions that the barriers to testing go beyond the rating of a single agency.

"I can't think of another blood test in all of my practice that carries that baggage," he says of the pre-test consent, counseling, and post-test follow-up that HIV screening requires.

United Medical Center's Fitzpatrick agrees.

"This test is all about talking about sex and facing things about your patient that you feel uncomfortable facing," she said. "Doctors did not get into the habit of talking about HIV or thinking that their patients might have HIV because they may not have had gay patients or they might not have known they have gay patients."

Japan, China islands disputes deepen with landings, protests


EAST CHINA SEA (Reuters) - Anti-Japanese protests rocked Chinese cities on Sunday after nationalists from Japan landed on an East China Sea island at the heart of a territorial dispute between the two nations, the largest flare-up of Chinese public anger over Japan in years.

In several Chinese cities, thousands took to the streets, including in Shenzhen where small groups overturned Japanese cars and shouted slogans denouncing Japan's claim over the islands, in footage carried by Hong Kong's Cable Television.

Some used bare fists to smash in the windows of a white Honda Chinese police car as others rocked and pushed the car over to jubilant cheers. Others stomped on the overturned vehicles, screaming and waving the Chinese flag. Police arrested several protesters in Shenzhen after the demonstrations.


"The illegal behavior of Japanese right-wingers has violated China's territorial sovereignty," China's foreign ministry said in a statement, saying Beijing had lodged an official protest.

Tokyo and Beijing have been feuding for decades over the island chain, known as the Senkaku in Japan and the Diaoyu in China, near potentially huge maritime gas fields.

The country-wide demonstrations reflect lingering resentment among many Chinese over Japan's World War Two occupation, with some in the crowds urging Beijing's Communist Party leaders to stand up more to Tokyo.

"They should return the islands to us and apologize," said a young man in the Shenzhen protest, as others around him, both young and old, brandished Chinese flags and banners demanding that Japan leave the islands.

Japanese news agency Kyodo said protesters numbered in the thousands in the cities of Shenzhen and Hangzhou and reported that groups of protesters had burned Japanese flags and had broken into Japanese restaurants.

In Guangzhou, hundreds protested outside the Japanese consulate, which was ringed by Chinese police and steel barricades.

Tensions flared last week after seven of a group of 14 Chinese activists slipped past Japan's Coast Guard to land on one of the uninhabited isles and raised a Chinese flag.

Keen to avoid a rerun of a nasty feud that chilled economic and diplomatic ties in 2010, Japan deported the activists within days and Beijing's response was relatively muted.

But the stand-off escalated again early on Sunday when 10 members of a group of more than 100 Japanese nationalists who had sailed to the island chain swam ashore to one of the islets and waved Japanese flags.

Three Japanese Coast Guard vessels were nearby, a Reuters TV journalist on board one of the boats said.

"I was hoping that someone with a real sense of Japanese spirit and courage would go and land and raise the flag, I just feel they've done a good job," said Kazuko Uematsu, a local lawmaker from Shizuoka Prefecture who was part of the flotilla.

"DON'T MESS AROUND"

The activists later swam back to their boats and were being questioned by Japanese customs officials.

Japan's government had denied the group permission to land on the islands, which it leases from private Japanese citizens.

"This is a way of saying to not mess around," Toshio Tamogami, a leader of the Japanese group, said before the flotilla set sail on Saturday. "We hope to convey ... both to China and the Japanese people that the Senkaku are our territory," Tamogami said.

The flotilla included several members of parliament and local lawmakers.

Solar Toilet Disinfects Waste, Makes Hydrogen Fuel

The Reinvent the Toilet Challenge asked engineers to dream up a replacement for the antiquated flush toilet. Michael Hoffmann and his team at Caltech responded with a solar-powered toilet that disinfects waste and reuses wastewater to flush. Better yet, it pumps out hydrogen gas for use in fuel cells.

You might take that sound for granted. I know I do. That's because most of us hear it all the time, at least in this country. Toilets are everywhere here in the U.S. But a lot of people around the world don't hear that sound every day, because two-and-a-half billion people, with the B, don't have a safe, sanitary place to go to the bathroom, according to the World Health Organization.

That's why the Gates Foundation rolled out its Reinvent the Toilet Challenge, asking engineers to dream up waterless, hygienic toilets for people in the developing world. They held a toilet fair. Yep, they held a toilet fair in Seattle this week, complete synthetic poop.

And my next guest and his team top prize with a solar-powered toilet that not only disinfects waste, but also produces hydrogen fuel. A lot better than flushing all that energy down the toilet, right? Joining me now to explain how it works is Michael Hoffmann. He's the James Irvine Professor of Environmental Sciences and Engineering at the California Institute of Technology in Pasadena, and he joins us by phone. Welcome to the show, Dr. Hoffmann.

MICHAEL HOFFMANN: Well, thank you. I'm glad to be here.

LICHTMAN: You're listening to SCIENCE FRIDAY on NPR.

HOFFMANN: Yes.

LICHTMAN: I'm Flora Lichtman.

HOFFMANN: Yes.

LICHTMAN: And so tell me about this toilet.

HOFFMANN: OK. This is a prototype that was displayed after one year of research. So eight major universities around the world were tasked with coming up with a new approach to completely handle the waste, basically, with no traditional urban infrastructure. In other words, it should operate in the absence of an electrical grid. It should operate in the absence of piped-in water, the subject of your previous conversations. And it should basically function at low cost and be available to the developing world within a three to four-year period of time.

LICHTMAN: And what is yours - what does your prototype look like?

HOFFMANN: OK. Right now, we take some conventional flush toilets and integrate them with a series of chemical engineering processes. That was also one of the tasks, that we should use modern approaches developed in chemical engineering to piece something together to be able to handle the waste in a single drain, basically purify the water that may be present in waste and urine. In particular, urine is a source of water.

So, in essence, we clean up the urine to a relatively high quality. That becomes the water source back into a flush tank location. And then with that water, we can then flush the actual toilet. So we have a combined urinal, which is a waterless urinal, which diverts the urine to a separate treatment process, and then that provides the water for a closed-loop cycle. In addition, the tank could be also filled with gray water from cooking or personal sanitation in the more remote regions.

LICHTMAN: And that chemical reaction is pretty fast, right? Because I think I heard that composting toilets, it takes months to disinfect the waste. But with this...

HOFFMANN: Yeah.

LICHTMAN: ...it's a matter of hours?

HOFFMANN: Yes. For a typical daily waste of a family - let's say we're limited to five persons. But we've actually scaled up a system for, let's say, essentially 40 uses per day. But nonetheless, let's take the waste of a single family, five people. That's about half a kilogram of feces, and then five liters of water. And that can be processed, essentially, within three to four hours.

LICHTMAN: Hmm. That's - I mean, that seems like a remarkable innovation.

HOFFMANN: Yes. Some people think it's totally impractical for application in the developing world. But we think there's a lot of promise there for the future with further developments to bring the cost of the integrated system down.

So we're essentially oxidizing the urine and waste at sort of a developed electrode system, multiple electrodes, where the reactive side, the oxidative side is composed of nanoparticulates, semiconductor materials coded in a conductive metal plate in sequence, and then basically centered onto the surface. And then the counter-electrode is simply a metal plate, a sufficiently sized metal plate. It could be almost any metal. Stainless steel is used because it's, obviously, more resistant to degradation over time.

And the electrons that are given up by the waste are essentially passed on to the counter electrode, which we call the cathode. And instead of using oxygen to accept the electrons, we use water and protons, thus generating hydrogen, which can be cleaned up a bit and then used either for cooking or directed into a proton exchange membrane fuel cell.

LICHTMAN: Wow. That is awesome. Michael Hoffmann, thank you. We've just about ran out of time.

Have you ever thought the stock market is a dark scary place or a form of gambling for rich people? If so, you are not alone, you also are not correct. The stock market is an unknown for most people and thus a scary place. However, today we hope to walk you through how the stock market can work for you at any income level. At Residual Income Life we understand the stock market can be one of our greatest resources to grow residual income. Hopefully by the end of this podcast you will not only understand the stock market better, but be able to make smart decisions with your money.

First, we will discuss How Much Money You Need to Get Started. Surprising, you can start investing with less then ?$100. We have broken investor down into four categories. $0-500, $500-2000, $2000-5000, and $10,000 and up. As you will hear there are very specific ways you are going to invest at each investment level. The key is just to get started.

Second, we will talk about how to start investing at each level. We will walk you though tools and resources we personally use for our investing. For example, at the $0-500 level you should be investing in a 401K or IRA. I personally have both. My 401K is through Fidelity ?and my IRA is through American Funds. We will discuss why getting a 401K through your employer might be the best decision you have ever made.

Finally, we will talk about when is the best time to invest in the stock market. As Austin always says, ?When is the best time to plant a tree? Twenty years ago. When is the second best time? Today.? The best time for you to start investing in the stock market is today.
