Colombian President Santos Receives AJC Diplomatic Statesman Award

Juan Manuel Santos was honored at an American Jewish Committee (AJC) luncheon in
New York, and received the global advocacy organization?s prestigious Diplomatic
Statesman Award.

?This AJC award is an injection of enthusiasm and inspiration to go forward, to keep going,? said President Santos. The award was presented for pursuing peace, and for strengthening ties among Colombia, the U.S. and Israel.

?My government, like the AJC, is fully committed to combating all forms of bigotry and discrimination and to promoting human rights, pluralism and democratic values. We will continue to fight the battle in defense of these values together,? Santos said.

AJC Executive Director David Harris, presenting the award, praised the Colombian president for his ?acute vision to pursue policy goals to create a brighter future for his country, conviction to uphold core values of democracy and pluralism, and courage to sit down with enemies in Colombia and to stand up to the automatic majority at the UN in defense of Israel.?

More than 100 people, including diplomatic representatives of other Latin American countries, leaders of the Jewish community in Bogota and Israel?s ambassador to Colombia, who flew specially to New York for the event, attended the luncheon at AJC headquarters. Santos was in New York to address the UN General Assembly.

Thanking AJC for the award, Santos spoke extensively about his own family?s long-term relationship with the Colombian Jewish community, his admiration for Israel and for the close ties fostered between Colombia and Israel, his current initiative to negotiate an end to decades of strife with the FARC rebels in his own country, and his appreciation for AJC?s help in achieving the landmark U.S.-Colombia Free Trade Agreement.

?To defend Israel?s right to have a state is no act of courage. It simply is common sense,? said Santos. ?We share principles of freedom, liberty and justice. That makes it easy for Colombia to stand up against the current? of nations opposing Israel.

Santos reaffirmed Colombia?s support for a negotiated two-state solution to the Israeli-Palestinian conflict. ?Any agreement must include the recognition of the State of Israel as the nation-state of the Jewish people,? said Santos in his prepared text. ?This has been and continues to be the position of my government.?

Harris pointed out that ?President Santos has laudably rejected the Palestinian gambit to recognize a state without a negotiated peace agreement with Israel, whether on the UN Security Council, where Colombia currently sits, or in other UN bodies.?

Empathizing with Israel?s security challenges, Santos said that Colombia, too, always is searching for peace. Colombia has endured 50 years of internal strife.

?Very few families in Colombia have not suffered from this conflict,? said Santos. ?In search for peace I took a risky decision,? referring to the recent announcement to negotiate with the FARC. ?After 50 years of war conditions are present to give peace a chance, to try to negotiate. Making war is much easier than making peace."

The luncheon was organized by AJC?s Latino and Latin American Institute. Founded in 2005, the institute maintains extensive ties across the region. The director is Dina Siegel Vann.

TORONTO (AP) - Ivan Nova didn't do much to help his case for a spot in the Yankees' potential playoff rotation. If anything, he made New York's path to the postseason a little tougher.

Brandon Morrow and two relievers combined on a five-hitter, pitching the Toronto Blue Jays to a 6-0 victory over Nova and the Yankees on Thursday night that trimmed New York's lead in the tight AL East.

Edwin Encarnacion had three hits and three RBIs. Brett Lawrie hit a two-run homer and J.P. Arencibia added a solo shot as the Blue Jays handed an assist to idle Baltimore, shaving New York's division lead over the Orioles to one game.

The Yankees lost for the third time in five games and wasted a chance to go two up with six to play.

"We know what's at stake right now and we've just got to go out there and keep picking up wins," Nick Swisher said. "We've got a little six-game playoff race."

Making his third start since missing 14 games with a sore right shoulder, Nova (12-8) allowed four runs and six hits in 4 2-3 innings. He walked two and struck out four.

"I'm not pitching the way I want and I'm not getting the result I want, so that's not good," Nova said.

Knocked out in the third inning of his previous start, Nova has not won back-to-back outings since a five-start winning streak from May 25 to June 17. The 87 extra-base hits off him are the most yielded by any big league pitcher.

"He just hasn't had the command, that's the bottom line," manager Joe Girardi said.

Nova insisted he's not worried about his future in New York's rotation, but acknowledged his struggles are starting to wear on him.

"Especially right now, the position we're in, I'm not feeling good about it," he said. "We want to win every day and I'm not doing that."

Morrow (9-7) scattered four hits over seven innings, walked three and struck out three to win for the first time in five starts.

Swisher said Morrow kept the Yankees off balance with an assortment of off-speed pitches, not just a blazing fastball.

"It didn't seem like he was really raring back tonight," Swisher said. "It felt like he was pitching. He was throwing a lot more cutters than I remember, a lot more changeups, breaking balls, things like that, rather than that flat 96 (mph). He did a good job."

Yankees catcher Russell Martin said Morrow was aggressive in the strike zone.

"Every time you're in there it feels like you're behind in the count," Martin said.

It was Morrow's longest outing since returning from the disabled list Aug. 25 after missing 65 games with a strained muscle in his left side.

"You always want to try and finish up strong," Morrow said. "It takes a little while to get back into a groove (after an injury) but I've felt good the whole time."

Brad Lincoln worked the eighth and Darren Oliver finished for the Blue Jays, who have won three of four following a seven-game losing streak.

Morrow got some help from his defense after Robinson Cano's one-out single in the fourth. Rookie left fielder Anthony Gose crashed into the wall to haul in a deep drive from Swisher, then threw the ball into second baseman Kelly Johnson, who doubled off Cano at first.

"(Cano) probably got a little bit too far, but it's a great play by Gose," Girardi said.

Cano doubled to begin the seventh and Swisher walked but Morrow fanned Curtis Granderson, then got Martin and Raul Ibanez to fly out.

Nova ran into trouble after walking Gose to begin the fourth. Lawrie followed with an opposite-field homer to right, his 10th of the season and first since July 22.

Gose led off with a single in the fifth, went to second on Lawrie's groundout and moved to third on a bunt single by Colby Rasmus. That brought up Encarnacion, who drove in both runners with a double into the right-field corner.

Even with the infield drawn in, New York couldn't stop Toronto from making it 5-0 against Derek Lowe in the seventh when Lawrie scored on Encarnacion's grounder to shortstop. Arencibia capped the scoring with a second-deck homer off David Aardsma in the eighth, his 18th.

Blue Jays shortstop Yunel Escobar was greeted with a smattering of boos during his first home game since wearing eye-black with an anti-gay slur. A few fans booed when Escobar's name was announced as the lineups were read before the game. There was a mix of boos and cheers as Escobar batted in the bottom of the first, lining out on Nova's first pitch.

"The three years I've been here in Toronto the fans have been great to me," Escobar said through a translator. "They know how hard I work and I give everything on the field. I made a mistake. I'm sorry for it."

Escobar's subsequent at-bats drew almost no reaction from the crowd of 23,060.

NOTES: New York OF Brett Gardner, who came off the 60-day DL this week after missing 142 games with a strained right elbow, took part in two sets of batting practice before the game. Albania Empowers Agencies to Monitor Internet :: Balkan Insight

The bill presented to Wednesday's cabinet by Prime Minister Sali Berisha gives intelligence and law enforcement agencies broad powers to work with private companies to share information on Internet users.

?If the current law provides for the interception of vocal communications, meaning telephone lines or GSM networks, the new bill will add interceptions that pass through Internet protocol, including voice, navigation and electronic mail,? Arjan Dyrmishi, head of the Center for European & Security Affairs at the Tirana Institute of Mediation and Democracy, IDM, explained.

Dyrmishi said the bill will oblige service providers to install capacities at their own cost to enable government agencies to gain access to electronic communications.? ?

The bill also allows for the decentralization of the wiretapping process on criminal cases from the general prosecutor?s office to regional prosecutors' offices.

Dyrmishi underlines that although such decentralization has nothing wrong about it from a legal point of view, it opens up a number of technical challenges concerning the oversight of such interceptions.

?As in any democratic country, the courts must order interceptions [to be valid in criminal cases], but decentralization of interceptions will make the process of oversight difficult,? he said.?

?Only about 1 per cent of all interceptions end up in court as part of a criminal proceeding, so the question is what happens with the rest,? he added.

The law on the interception of communications was last amended in October 2009. The changes increased the number of government agencies with competencies to intercept communications.

An IDM study in 2010 noted that several Albanian institutions currently have the power to intercept communications.

These include the State Security Agency, SHISH, the General Prosecutor?s Office, the intelligence and law enforcement agencies of the Ministry of Interior and the Ministry of Defence.

The 2009 amendment also granted wiretapping capabilities to the Internal Audit Service of the Ministry of Interior. ?

Dyrmishi said that both the current and past amendments to the law had expanded the scope of agencies empowered to carry out interceptions - but without setting in place a proper watchdog system or control mechanism for the oversight of the law.

This increases the risk of illegal wiretapping, he says.

?It is widely accepted that implementation of laws is poor in Albania, and this law is no exception,? Dyrmishi said.

?The problem with all these [spying] capacities is that no independent supervisory body exists to monitor them,? he concluded.

How 3 Biggest Retailers Will Do In 2013 - Business Insider

LONDON?Retailers have had a hard time of it over the last few years, and many continue to struggle. In the U.K., as elsewhere, many retail names have disappeared from the high street.

So how are the world's biggest and best coping, and what are their prospects for the future?

The Big Three

The U.S.'s Wal-Mart Stores, France's Carrefour, and the U.K.'s Tesco are the world's top three publicly listed retail groups. The latest Fortune 500 list, which ranks companies by turnover, shows Wal-Mart to be the largest retailer?indeed, the third-largest company in the world. Carrefour ranks at 39, and Tesco at 59.

The companies have unique histories that have led them to become retail giants.

Tesco is the smallest of the three but has the longest history, its roots tracing back to 1919, when Jack Cohen began selling groceries from a market stall in London's East End. The first Tesco store opened in 1929, and by 1947 Tesco had become a listed stock market company. Tesco has grown to dominate the U.K. supermarket sector and today has its hands on about a third of the nation's grocery shopping.

Tesco's larger rivals, Wal-Mart and Carrefour, were founded more recently?in 1962 and 1958, respectively?but both have likewise grown to dominate their home markets.

Wal-Mart has the same "one-man band" origins as Tesco, though founder Sam Walton was a renegade franchisee rather than a market trader. Wal-Mart was listed on the New York stock exchange in 1972 and, unlike Tesco, remains a family-controlled business to this day.

In contrast to both its rivals, Carrefour was founded as a group enterprise. Marcel Fournier, Denis Defforey, and Jacques Defforey were inspired by U.S. retail guru Bernardo Trujillo to launch their first Carrefour store. Twelve years later, in 1970, the growing company was listed on the Paris stock exchange.

Dominators of their home markets, all three retailers have been expanding internationally over the past decade or two.

Wal-Mart and Tesco are very similar in that about a third of their revenues are generated outside of their home markets, although in absolute terms, Wal-Mart's international revenue is more than four times that of Tesco. Wal-Mart has also penetrated more than double the number of international markets of Tesco.

Carrefour's international profile is somewhat different. Not only does it operate in the largest number of international markets, but international sales also account for a whopping 57% of group revenues.

Looked at alongside Wal-Mart and Carrefour, Tesco is considerably less of a global company?indeed, its established international operations essentially amount to a small cluster of countries in Central Europe and a small cluster in Southeast Asia. Wal-Mart and Carrefour are both long-established in South America, have made steps into Africa, and are ahead of Tesco in that tough-to-crack but huge and potentially lucrative market of the future: China.

Prospects

The three companies face many of the same challenges, including the China conundrum, the opportunities and pitfalls of the digital shopping age, and the need to manage expansionary capital investment carefully in the prevailing economic conditions. But they also face a number of company-specific challenges.

Wal-Mart, to be fair, is in pretty good shape, considering that many investors and industry observers a few years ago were predicting an interminable period of declining sales and earnings. Wal-Mart has continued to grow its sales and earnings?and its dividend?and maintained its operating margin at close to 6%. The shares have recently touched their previous all-time high?$75.24 around the turn of the millennium, when the price-to-earnings ratio was about 50!

Tesco had shown similar resilience until it announced a profit warning in January. The company acknowledged not only that it had gotten its Christmas offer wrong, but that the performance reflected deeper-rooted problems within the U.K. business. Tesco is now intent on getting its core U.K. operation back on track while at the same time trying to crack China, as well as another extraordinarily tough market for outside retailers: the U.S.

Tesco's earnings growth is set to stall this year, the operating margin is forecast to drop to around 5.3% from its previous Wal-Mart-like level, and analysts predict only a modest increase in the dividend at best.

Carrefour has been trying to deal with its problems for a lot longer than Tesco and has seen falling sales and declining margins over the past four years. The operating margin for the latest year was just 2.7%, and the company decided to cut its dividend by more than half.

Carrefour may be the most geographically diverse of the world's top three retailers, but it is also the only one with significant exposure to Greece and the other desperately struggling economies of the Mediterranean. It hasn't been doing too well in its home market, either. Carrefour appointed a new chief executive this year, who said his turnaround plan for the group would take at least three years to execute.

Carrefour strikes me as expensive for a turnaround story that won't turn around for some time, while Tesco looks a more attractive recovery prospect?even if my gut feeling is that things could get worse before they get better.

    Tesla unveils network of free, solar 'Superchargers' for Model S

    Tesla Motors has answered critics of the range and energy source of electric cars by establishing a network of solar-powered charge stations throughout California, with plans to expand to the rest of the U.S. And if you have a Model S, charging is free forever.

    For years it has been an oft-repeated objection to electric cars that while they may not themselves produce carbon emissions, their electricity often is produced by carbon-producing power plants. It's a legitimate problem, though for now unavoidable ? unless, as Tesla demonstrates, you circumvent the power grid altogether.

    That's what they've decided to do with their Supercharger stations, a network of solar-powered chargers that will refill your Tesla Model S free of charge. And what's more, they charge at four or five times the rate of even a high-capacity home charger, so you can get 150 miles of range back in half an hour.?

    The Superchargers aren't intended for everyday charging, but for long-distance driving: they're?spaced between 100 and 200 miles apart, distant but?well within the 250-mile range of the Model S. At the moment the network is limited to California, but Musk was confident that within two years, much of the U.S. (as well as some of Europe and Asia) will be covered:

    As Tesla CEO Elon Musk said at the announcement, "If you want to go from LA to New York, if you pack food and stay with friends, you can leave your wallet at home."

    The other nice thing about these stations is that not only do they power themselves, but they're designed to collect more solar energy than they expend on charging vehicles. This extra energy they actually contribute to the grid, so they're a net positive, not a draw.

    Tesla's Model S is their newest vehicle, aimed at commuters and families. At around?$50,000 to start, it competes with Lexus and BMW, not Honda and Subaru, but that hasn't stopped it from pre-selling thousands of units. They're only just this month starting to roll out to buyers, so there aren't many on the road just yet.

    The Supercharger stations in and around Los Angeles and San Francisco are online?right now, and others will surely be announced by Tesla when they go live. More information can be found at Tesla's press release, and?Engadget has embedded a video of the event.

    Vikings take down 49ers in odd finish

    Ponder throws 2 TD passes to TE Rudolph, runs for another score

    MINNEAPOLIS - Christian Ponder didn't flinch, even against that swarming San Francisco defense. Minnesota's quarterback has come a long way from his rough rookie season.

    Ponder threw two touchdown passes to tight end Kyle Rudolph and ran for another score to help the Vikings hand the 49ers their first defeat, 24-13 on Sunday.

    After a dominant start to their NFC North tour by decisively beating playoff teams Green Bay and Detroit, the 49ers (2-1) were beaten in every way by the team least likely to do so.

    The Vikings (2-1) began the game boldly with a fourth-and-goal touchdown pass by Ponder to his favorite target Rudolph. They finished strong by forcing three turnovers and two punts by the 49ers in the fourth quarter.

    Playing against his former team in the regular season for the first time, Randy Moss had a quiet afternoon with three catches for 27 yards. Frank Gore managed only 63 yards on 12 carries, and Alex Smith's franchise-record interception-free streak ended at 249 straight passes when Vikings rookie Josh Robinson picked him off. Toby Gerhart lost two fumbles for Minnesota in the fourth quarter, and it didn't even matter.

    This bad game grew worse for the 49ers when star linebacker Patrick Willis walked gingerly off the field with assistance with an apparent injury to his right leg. Smith finished 24 for 35 for 204 yards, plus a lost fumble on a late sack.

    He found tight end Vernon Davis on consecutive passes, the second one a 1-yard play-action fake, in the third quarter to pull within 17-13. The Vikings blew 17-0 and 20-0 halftime leads last September in losing consecutive home games to Tampa Bay and Detroit.

    But with one third-and-goal pass by Ponder - Adrian Peterson was wide open next to Rudolph, who reached around Donte Whitner to corral it - the lead was back to 11 and the Vikings were on their way to burying that painful start to last year's 3-13 record. That drive was fueled by three 49ers penalties, including two unnecessary roughness calls, one by Dashon Goldson against Rudolph.

    The 49ers have had the NFL's stingiest run defense since 2009, allowing barely 3 1/2 yards per attempt, and Peterson received another grueling reminder of that. Even the holes that appeared at the line closed up in a hurry. He finished with 86 yards on 25 carries.

    Ponder was up to the challenge, though. Entering the game with the league's best completion percentage, he kept up his efficiency and was especially smart on third downs and against the blitz. Ponder went 21 for 35 for 198 yards and, most importantly, no turnovers.

    The Vikings went 82 yards in 16 plays to start the game, with Ponder using a lot of quick throws. Peterson was stonewalled for 1 yard on second-and-goal at the 2 and no gain on third down. But with inches to go, Ponder rolled left under pressure by Goldson and threw a floater off his back foot that Rudolph ran down in front of Aldon Smith in the corner of the end zone for a 7-0 lead. Rudolph had four catches on that drive.

    The Vikings, who played without outside linebacker Erin Henderson because of a concussion, lost another starter at the end of the first quarter when free safety Mistral Raymond tried to tackle Gore. His right ankle rolled during a wince-inducing injury that sent him off on a cart in a full-leg immobilizing brace. But the Vikings held firm and forced a short field goal by David Akers. Moss was wide open at the goal line on second down, but Smith's pass was high and Moss took an awkward attempt to stretch out for it.

    Ponder went 4 for 4 for 39 yards passing and took off three times for 34 yards on the next possession, including the 23-yard sprint that made it 14-3 Minnesota. Accelerating off a cut inside the 10, perhaps reminding all the 49ers fans inside of their old favorite Steve Young, Ponder dived across the goal line for the final yard. He picked up the ball and began his celebration with an animated point at the cheering fans in the nearest seats.

    Then, to finish off Minnesota's overall dominance of the first half, Letroy Guion blocked a 43-yard attempt by Akers, his first miss of the season. Ponder moved the Vikings close enough for rookie Blair Walsh to make a 52-yard field goal that stretched the lead to two touchdowns.

    New York tax receipts below projections

    ALBANY, N.Y. (AP) ? New York tax receipts through August were $147 million below projections and $204.3 million below collections for the same period last year, reflecting volatile economic conditions, according to state Comptroller Thomas DiNapoli.

    The cash report from the comptroller's office showed tax collections of $24.7 billion for the first five months of the state's fiscal year, including a 1.2 percent decline in personal income taxes from a year earlier. State labor department data Thursday showed New York's unemployment rate remained 9.1 percent in August.

    "Weak revenue collections and slow economic growth signal a need for caution going forward," DiNapoli said Wednesday. Primarily because of lower spending, the state government budget remains on relatively solid ground, he said.

    Gov. Andrew Cuomo's administration and lawmakers agreed on a $132.5 billion spending plan for the 2012-13 fiscal year that began April 1 that would increase total spending by 1.9 percent.

    State Budget Director Robert Megna said in a letter to agency commissioners this week that they should plan for zero growth from their cash ceilings in budget requests for the next two years. "The governor is committed to keeping spending growth to two percent or less over the course of his administration," he wrote, in an effort to correct structural deficits.

    New York's unemployment rate rose slightly to 8.6 percent outside New York City in August, while slipping to 9.9 percent in the city, according to the labor department. Both numbers and the overall state rate were nearly 1 percent higher than a year earlier. The national jobless rate was 8.1 percent in August, down more than 1 percent from a year earlier.

    The department reported that the statewide private sector job count increased by 102,000 so far this year, including 3,300 in August. The total has risen to more than 7.3 million, up by about 350,000, since November 2009, when New York began its economic recovery from the recession. The agency said New York is one of five states to regain all the jobs lost in the recession.

    The smaller, cheaper version of a magnetic resonance imaging (MRI) machine could provide "slice" images of astronauts' bodies to improve studies of human health in space ? issues such as bone and muscle loss in low-gravity environments or the effects of deep-space radiation. Space explorers living on moon bases or traveling to Mars could also benefit from having such medical technology available during missions lasting for months or years.

    "I would like to build a facility-class, whole-body-sized MRI," said Gordon Sarty, acting chairman of the biomedical engineering division at the University of Saskatchewan in Canada. "Such a project would require an agreement between the ISS space agencies."

    The compact MRI could weigh less than a ton ? one-twentieth of a ton for a smaller version that scans arms and legs ? and would require far less power than traditional MRI. Costs for the full-body MRI could drop from $2 million to as low as $200,000.

    Sarty presented his team's compact MRI technology at AIAA Space 2012, a conference organized by the American Institute of Aeronautics and Astronautics, on Sept. 13. He hopes to win funding from the Canadian Space Agency to launch the machine to the space station around 2020.

    MRI machines work by using radiofrequency coils to broadcast signals to the human body and receive return signals to build an image of the body's innards. Gradient coils control the machine's magnetic field to produce the precise "slice" images of certain parts of the body.

    But MRI technology has limits that would make it both difficult and risky to operate on the space station. Typical MRI machines weigh about 11 tons or more because they rely upon heavy superconducting magnets cooled by liquid helium, and also create stray magnetic fields that could interfere with the space station's operations.     "These characteristics make it impractical and potentially dangerous to take a conventional MRI into space," Sarty told InnovationNewsDaily.

    Compact MRI uses two different technologies to get around such problems. First, it uses a permanent Halbach magnet that is lighter than the superconducting magnet and does not create stray magnetic fields outside the magnet. Second, the compact MRI eliminates the power-hungry gradient coils by using Transmit Array Spatial Encoding (TRASE) that encodes images through the radiofrequency coil alone.

    The smaller MRI technology has many uses far beyond space ? it could improve overall medical care on Earth by making the cheaper machines available around the world. Its smaller size could also lead to easier use of MRIs in battlefield hospitals or distant parts of the world with limited space and power.

    Many of the new technology's pieces have already fallen into place. Halbach magnets have shown they can create the required magnetic fields, and TRASE Coils have successfully created images inside a conventional MRI machine with the gradient coil fields switched off. Sarty's team has also created a full-size mock-up of the compact MRI.

    Several of the space conference attendees urged Sarty to develop the Earth applications first before pushing use of the compact MRI in space. But Sarty hopes the Canadian Space Agency can take enough interest to fully fund the concept for testing in a space environment.

    "Eventually someone will break a bone in space," Sarty said. "We have no idea if that bone will heal."

    Poll: 3 in 4 voters feel little, personal connection to Romney

    Three in four Americans feel they have little or nothing in common with Mitt Romney, while nearly 60 percent feel the same way about President Barack Obama, according to an Esquire/Yahoo! News poll.

    In the wake of Romney's remarks dismissing nearly half of Americans as self-identified victims who are dependent on government?videotaped at a donor event earlier this year and posted online this week by Mother Jones magazine?these new numbers are more bad news for a candidate struggling to connect with ordinary Americans. The margin of error for the survey, conducted shortly after the two national political conventions, is plus or minus 4 percentage points.

    Further complicating the Republican ticket's image problem is that a Romney presidency is viewed as significantly more beneficial to wealthy Americans than a second Obama term would be. Sixty-two percent of those surveyed said the wealthy would be better off under Romney than Obama. That split reverses when Americans were asked who would benefit the poor: 57 percent say Obama, 30 say Romney.

    Obama leads Romney by 10 points on the question of whose presidency would be more beneficial to the middle class, 48 percent to 38 percent.

    To top things off, 44 percent think that taxes are too low on those earning over $250,000 a year?a core tenet of Obama?s campaign. Another 12 percent said taxes on high earners are too high, and 28 percent said the tax rate was about right.

    Meanwhile, with chaos in the Middle East throwing attention back to foreign policy this election, it appears that Obama holds a slight edge over Romney on a crucial foreign policy issue: more Americans trust Obama to lead the armed forces in the event of a war (46 percent) than trust Romney to do so (37 percent), with 5 percent trusting neither man.

    Yet, despite the administration's frequent touting of the death of Osama bin Laden, when Americans were asked which candidate instills more fear in al Qaeda, the President emerged with no advantage over Romney.

    "It seems that, as effective as Democrats have been in neutralizing the Republicans? historic advantage in the matter of national security, there remains a core group of Americans who still believe the GOP is the party of big sticks," writes Esquire in its analysis of the poll.     Scandinavian magazine publishes Kate topless pics

    COPENHAGEN (AP) ? A Swedish celebrity magazine published topless photos of Britain's likely future queen Wednesday, and its sister publication in Denmark said it would do the same later this week.

    The unauthorized photos have already been widely published in France, Italy, Ireland and on the Internet, despite efforts by Prince William and Kate Middleton to halt their usage.

    The latest publication in Sweden's Se & Hor came as French police opened a criminal investigation into whether the photos ? which first appeared in an edition of the French Closer magazine ? were an invasion of privacy.

    "It is nothing new to us to publish nude photos of celebrities on holiday," said Carina Lofkvist, the chief editor of the Swedish magazine.

    She said actresses Demi Moore and Sharon Stone have done it and model Kate Moss have previously appeared half-naked in the magazine.

    "No one complains when they do and we print the photos," Lofkvist said.

    Sister publication Se & Hoer in Denmark will publish the pictures in a 16-page supplement Thursday, said chief editor Kim Henningsen. He said the magazine had been offered 240 pictures but decided only to use 60 to 70 of them. He declined to say who sold them to the weekly or how much money they paid.

    In France, a court ordered police to obtain information on Closer magazine employees after the British royal couple filed the criminal complaint Monday.

    Marie-Christine Daubigney, assistant prosecutor for the Nanterre court, outside Paris, told The Associated Press on Wednesday that she had instructed police to get the names of some Closer employees, including the journalist who wrote the article.

    She said she hadn't told police to identify the photographer who took the pictures because that will be part of a later investigation. The photographer trained a long lens on the royal couple as they sunbathed on a private estate in southern France.

    Daubigney denied as "completely untrue" French media reports that police raided Closer magazine headquarters Wednesday.
