Gov. Otter expected to reveal jobs plan

Gov. Butch Otter hinted last week that he will ask lawmakers to help lure technology and research to Idaho, saying such an effort is proper for state government.

?I do believe that to the extent we can offer incentives within our ability to do so that create an environment for business to grow and jobs to be created should be one of the things that the government should do,? Otter said.

The governor declined to elaborate on the Idaho Global Entrepreneurial Mission, or iGem, including the nature of any funding. Otter is saving the surprise for the opening of the 2012 Legislature with his State of the State and Budget Address.

Otter also foreshadowed a lean budget, noting that revenues have failed to meet estimates in four of the past five months:

?That would suggest to us that the economy is not as robust as we had earlier projected.?

Prospects for tax cuts ? a priority for some lawmakers ? have slowed as a result, Otter said. ?Those discussions have diminished somewhat, simply because if the money isn?t there, the opportunity may not be as possible as we thought it was.?

Otter said the first budgets to be replenished after three years of deep cuts will be schools.

?I have not relieved myself of my commitment to make sure that the last dollar taken is the first dollar replaced ? and that was education.?
